The HR&CE Department had earlier denied permission citing safety concerns, prompting petitioner Ram. Ravikumar of Ezhumalai to challenge the decision.
Justice G.R. Swaminathan ruled that the Deepam may be lit at the hilltop, and directed the police to ensure complete security arrangements for the event.
