Ahead of the Thai Pongal festival, the Animal Husbandry Department has issued detailed guidelines for the conduct of Jallikattu events across Tamil Nadu. A circular outlining the norms has been sent to all District Collectors.
Jallikattu, a traditional Tamil sport held annually during the Pongal season, is conducted in several parts of the state. In Madurai district, the Jallikattu events at Alanganallur, Palamedu, and Avaniyapuram are internationally renowned. In addition, events such as Manju Virattu and cattle-taming competitions are also held in rural areas.
To ensure that these events are conducted in a safe, lawful, and orderly manner, the department has laid down comprehensive guidelines.
Key instructions include obtaining prior permission from the District Collector, strict adherence to the Prevention of Cruelty to Animals Act, mandatory online submission of applications, and compulsory insurance coverage. The guidelines also stress that bulls should not be harmed or subjected to cruelty, and that proper veterinary care must be available at the venue.
The formation of official committees involving all concerned departments, public awareness initiatives, and completion of all arrangements before the event have been made mandatory. Veterinary teams must remain on standby at exit points to provide immediate medical treatment to injured bulls.
The police have been instructed to ensure that only authorized participants are allowed inside the arena and that spectators or unauthorized persons are kept out to prevent accidents and maintain order.
Officials stated that these measures aim to ensure that Jallikattu events are conducted safely, responsibly, and in compliance with legal and animal welfare standards during the festive season.
