A serious environmental and public health concern has emerged at the Arulmigu Yoga Narasingaperumal Temple tank in Othakadai, Madurai, where large quantities of garbage, plastic waste, and sewage contamination have reportedly polluted the sacred waterbody. Public welfare activist J. Kanagaraj has submitted a formal petition to the Madurai District Collector, the Hindu Religious and Charitable Endowments Department, the Madurai Corporation Commissioner, and the Tamil Nadu Chief Minister’s Special Cell seeking urgent intervention. The complaint alleges that the deteriorating condition of the temple tank is affecting public health, damaging the sanctity of the temple premises, and violating citizens’ constitutional right to a clean environment.
Affected Areas and Key Concerns
Othakadai, Yoga Narasingaperumal Temple, temple tank premises, Athikulam locality, Madurai Corporation zone
Garbage accumulation, plastic waste dumping, sewage water contamination, mosquito breeding, foul odor
Administrative negligence, lack of maintenance, poor waste management, absence of drainage control measures
Public health risks, environmental degradation, inconvenience to devotees, decline in religious sanctity
According to the petition, untreated sewage water has mixed with the temple tank, causing severe water pollution and unhygienic conditions around the premises. Residents and devotees have reportedly been facing discomfort due to the foul smell and increasing mosquito infestation. The petitioner has stated that the present condition amounts to a violation of Article 21 of the Indian Constitution, which guarantees the Right to Life, including the right to live in a clean and healthy environment.
The complaint also cites violations under the Water (Prevention and Control of Pollution) Act, 1974, the Environment Protection Act, 1986, and the Solid Waste Management Rules, 2016. In addition, it highlights the responsibility of the Hindu Religious and Charitable Endowments Department to protect temple properties and maintain sacred waterbodies in proper condition.
The petitioner has urged authorities to immediately remove garbage and plastic waste from the tank, prevent sewage inflow through a permanent drainage system, scientifically clean and desilt the waterbody, and establish a long-term maintenance mechanism. The petition further demands legal action against individuals dumping waste and departmental action against officials responsible for alleged negligence.
The petitioner has warned that if immediate corrective measures are not initiated, he may be compelled to approach the Madras High Court by filing a Public Interest Litigation seeking judicial intervention.
