Madurai Kanmai Land Faces Plotting Allegations

The Tamil Nadu River, Lake, Pond and Kanmai Protection People’s Movement has urged the authorities to remove alleged illegal encroachments in Parasaramanpatti Kanmai and its connected waterways under the Periyar-Vaigai Drainage Division in Madurai district, and to prevent the creation of plots on kanmai land.
In a representation dated July 27, 2026, movement founder J. Kanagaraj requested the Chief Minister and the Tamil Nadu government to conduct a field inspection and take action over alleged violations involving the waterbody, water channels and related approvals and registrations.
The representation seeks verification of land records and permissions, removal of encroachments if established, prevention of sewage mixing, and protection of the kanmai’s water flow and storage capacity.

The representation states that encroachments in the kanmai and its waterways could affect natural water movement and storage. It calls for encroachments to be removed from channels carrying water to the kanmai and drainage channels carrying water away, along with measures to prevent sewage from entering the waterbody. The petitioner has stated that field-inspection photographs show WRD boundary stones and plot numbers at the locations cited.

The movement has requested a land survey based on the FMB map and revenue records, along with measurement of the kanmai and its connected waterways to identify encroachments. It has also sought an inquiry into areas near WRD boundary stones numbered 10, 11 and 12, which the representation says are associated with plotted areas.

The petition seeks action if illegal plotting is confirmed, including removal of such plots and review or cancellation of Layout Approval, Planning Permission, Building Approval, Patta and Registration allegedly granted in violation of applicable rules. It also calls for legal action against officials and other persons found responsible.

The representation calls for prevention of sewage discharge into the kanmai, desilting and Kudimaramathu works, and renewal of boundary stones. Photographs from the field inspection, including images showing WRD boundary stones and plot numbers, are listed as enclosures.
